Tighter alcohol sales restrictions come into effect today

RIGA - Amendments to the Handling of Alcoholic Beverages Law enter into force today, restricting the time of sale of alcoholic beverages and imposing stricter advertising rules.

From Monday to Saturday, alcohol will now be available for retail sale (including on websites and mobile apps) between 10 a.m. and 8 p.m., a period two hour shorter than previously, and between 10 a.m. and 6 p.m. on Sundays.

Alcoholic beverages purchased on websites or mobile apps will be delivered no sooner than six hours after the order is placed to limit spontaneous purchases.

Advertising lower prices and sales on alcoholic beverages will be banned in the press, electronic media, cinemas, shops and promotional activities.

At the same time, the sale, consumption or supply of alcoholic beverages at gambling machines or tables will no longer be allowed, and all retail outlets will have to display a prominent sign about the health risks associated with alcohol consumption.

The Health Ministry explains that the legislative amendments intended to reduce alcohol consumption and combat addiction are based on the recommendations of the World Health Organisation (WHO) and the Baltic countries' experience.

The study "Prevalence and consequences of alcohol consumption in Latvia" estimates the loss to the national budget due to the consequences of alcohol consumption at EUR 439-602 million, or 1.3-1.8 percent of gross domestic product. Healthcare costs alone account for more than EUR 56 million per year, or 2.7 percent of the health budget, which is a significant impact.

According to the Health Ministry, alcohol consumption in Latvia is one of the highest in Europe. In 2024, per capita consumption of absolute alcohol was 12 liters in Latvia, including tourist consumption. The European average for absolute alcohol consumption is 10 liters.
