RIGA - President Edgars Rinkevics has submitted to the Saeima Public Administration Committee a proposal for the draft law on the development of artificial intelligence (AI) under which the future National AI Center would be permitted to create the so-called "regulatory sandbox".
According to the president's proposal, the National AI Center would be authorized to create a "regulatory sandbox" - a special environment where certain regulatory requirements may be waived to facilitate the development and testing of MI systems.
The proposal suggests that the National AI Center may take individual decisions on the creation of a special regulatory environment, taking into account the risks and benefits.
Non-compliance with regulatory requirements is only permissible to the extent that it is necessary for the development of an MI system and does not endanger the safety and health of the state, society, the environment or human beings, according to the proposal.
In his proposal, the president argues that such an approach would enable companies to develop and test AI systems in a safe environment faster and with lower risks, which would foster innovation and commercialization, ensuring at the same time compliance with security and ethic standards.
As reported, the aim of the draft law is to promote "the use of reliable and secure artificial intelligence for the benefit of society in order to increase productivity and competitiveness".
The focus of the National AI Centre's activities will be to promote the practical application of AI and the development of a national capacity to manage and prevent AI-related risks. The National AI Center will manage the risks AI may pose to the integrity of democracy, privacy and human rights.
The National AI Centre will be set up as a foundation, in cooperation with universities, businesses and public administration. In particular, the state will be one of the founding members and the staff of the National AI Centre will not be public officials. The foundation will be made up of three parties: the Ministry of Smart Administration and Regional Development will represent the state, the Association of Latvian Universities will represent science, and the Latvian Information and Communication Technology Association will represent the industry.
