RIGA - Baltic ports, like any other, depend on the railways. Rail cars bring the dry and liquid bulk cargo for transfer to ships, and return to the hinterland with imports. Unfortunately, relationships between the rail companies, the middlemen and the port managers often tangle and make for an intricate web of interests. Often, as in Ventspils, they clash dramatically.
