RIGA - Winter not only brings joys such as hot cranberry juice and ice fishing, but also every homeowner’s nightmare: those frighteningly high energy bills. The majority of residential buildings in Latvia (85%) were built before independence, to insulation standards that are now outdated. Since then, their maintenance has left much to be desired.  As a result, the average Latvian home uses 250 kWh of energy per square meter - much more than the desired European standard of 150 kWh/m2.
