TALLINN - A bill drafted by the Interior Ministry would require that all persons living in Estonia register their place of residence with local authorities.The draft bill, an amendment to the current Population Register Act, is aimed at reining in the remaining small percent of inhabitants who have so far not registered at all or who have not updated their residence information in the national population register.In Estonia residence information in the population register is used to facilitate the creation of voter rosters and, more significantly, to determine how much tax revenue is distri...
