RIGA - An Oct. 30 vote by Parliament to recall Martijans Bekasovs, one of the country's nine observers at the European Parliament, has caused controversy in Strasbourg and could result in a legal row between the EU and Latvia.While a majority of Latvian MPs had felt it necessary to recall Bekasovs - with 64 voting in favor, 22 opposing and three abstaining - no set procedure for such action currently exists in European practice since no country has ever tried to recall one of its representatives.Latvian MPs were angry that Bekasovs, a member of the nation's Socialist Party, sent an e-mail t...
