Court decision signals move toward freer speech

RIGA - he Constitutional Court has thrown out a legal statute that has in the past given special protection to Latvian state officials from scrutiny in the mass media. The court ruled on Oct. 29 that Article 271 of the criminal code was not in line with the constitution. Particularly, judges said that the definition of "state official" used in the provision was too broad and required greater specificity.
