Preliminary vote sets stage for EU vote

TALLINN - In order to help maximize voter turnout for the EU accession referendum,polling stations were open Sept. 8 through Sept.10, giving people w ho wouldotherwise be unable to vote on Sept. 14 the chance to participate theofficial day of the referendum.A total of 5 percent of eligible voters made it to polling stations on Sept.8, according to the National Electoral Commission.
