VILNIUS - Sixteen Russian nationals who staged a protest on a train traveling throughLithuania from Moscow to Kaliningrad are being kept in police custodypending charges.On the morning of Sept. 14, 17 Russian citizens were detained by officers ofthe State Border Guard Service after handcuffing themselves to the train'shandrails once it had entered Lithuanian territory from Belarus.
