RIGA - Two developments last month — a private-sector contract to erect an IT system in Baghdad and a visit to the Latvian capital by a top Washington power broker and NATO activist — highlighted the better-than-average chances of Baltic business to partake in the multibillion dollar reconstruction efforts in Iraq.The Latvian government, as well as Estonia's and Lithuania's, has been hoping that its support of the U.S.-led campaign to oust Saddam Hussein will pay off in a few lucrative private sector contracts in the massive effort to rebuild a nation torn apart by years of war and dictator...
