AFP ROSTOV-ON-DON - In a landmark human rights ruling, a military court sentenced a Russian colonel to 10 years in prison July 28 for the brutal murder of a young Chechen woman while serving in the war in breakaway Chechnya.Yury Budanov, the highest ranking officer to be put on trial for a crime against a civilian during the war in Chechnya, was also stripped of his rank and decorations by the court in the southern Russian city.The former tank commander admitted to strangling 18-year-old Elsa Kungayeva in March 2000, but contends he was temporarily insane at the time and was convinced that ...
