NARVAThe Union of Russian Citizens of Estonia are pressing to allow the country's noncitizens to cast votes in the European Union accession referendum in September.The union's membership plans to ask President Arnold Ruutel to initiate legislation that would allow permanent residents of Estonia with Russian citizenship residing in Estonia and residents without citizenship to take part in the Sept. 14 vote.According to union head Yuri Mishin its members work for the Estonian state, pay taxes and don't want their future to be decided only by the citizens of Estonia.
