RIGAThe crews of eight Latvian cargo ships who defied Soviet orders not to join American merchant marine convoys during World War II were honored last week in a unique trans-Atlantic ceremony.In Riga, city and navy officials were among those who paid homage to the 163 sailors during the unveiling of a plaque near and a wreath-laying ceremony in the Gulf of Riga.Some 5,000 miles away in Nags Head, North Carolina, a similar ceremony took place on the beach at the foot of Ciltvaira Street, named for one of the Latvian vessels.Suppressed for 50 years by Soviet authorities, the stories of the e...
