RIGA - Investigators with the Riga police's homicide department have arrested three men in connection with the attempted assassination of a financial police investigator from the State Revenue Service.Helmuts Skuja was shot on the stairs of his residence, a Riga apartment building, as he was leaving for work Sept. 23.
