Tallinn wants to restore residence registration

The city of Tallinn has announced it aims to overhaul its concept of government by introducing a card-based system of services to those citizens who register themselves with city authorities. According to preliminary information, the city may go so far as to issue "cards of loyal customers" good for discount services, prompting some to liken the proposed system to one big enterprise.
