MOSCOWRussia, Lithuania and the European Union have clinched a preliminary deal over visa-free access to Russia's Kaliningrad exclave after Lithuania joins the bloc next year, a top Russian diplomat said April 19."We have found a mutually acceptable solution for this issue at a political level.
