Students protest at allowance abolition

TALLINNA bureaucratic misunderstanding in the law on social welfare erased the living allowance of thousands of Estonian students, inciting a wave of protests in the country. From April 1 about 2,500 students in Tartu alone were deprived of their living allowances since they reside in dormitories.According to the law on social welfare, written under Mart Laar's government and corrected by the Center-Reform coalition, dorm residents are not slated to receive the federally funded living allowance.About 700 students gathered on April 9 in front of the Tartu city government building at Town Hal...
