April blizzard devastates

TALLINNAn early spring snowstorm in northwestern Estonia last weekend paralyzed the capital and parts of Harju county.The storm began falling on the morning of April 5 and by the afternoon 30 centimeters of snow and wind speeds of up to 90 kilometers per hour left traffic in Tallinn snarled.Tallinn authorities declined to declare a state of emergency, which would step up snow-clearing efforts, after meteorologists predicted the storm would end by Sunday afternoon.City officials advised Tallinners to leave their cars at home during the weekend, particularly if they were using summer tires.Su...
