Elections anywhere in the world are moved forward and back for either one of two reasons: to save either money or someone's neck. Rare, however, do we see the "save money" scenario, though it is sometimes used when, say, gubernatorial elections are scooted up to coincide with federal elections so as to have all polls on one day and thus economize on expenses holding them.
