RIGAA top adviser to Prime Minister Einars Repse resigned last week after an anonymous letter sent to Cabinet ministers accused him of being a Russian spy.Peteris Vinkelis, who was instrumental in crafting Repse's successful election campaign last year and had since become a top policy adviser, denied the charges but said he had stepped aside in the interest of the government.In an unsigned letter distributed to all the ministers in Repse's four-party coalition, Vinkelis was accused of long ties with the Russian secret services dating back to his 1991-94 stint at the Latvian Embassy in Mosc...
