TALLINN Estonian and Finnish authorities made desperate appeals to Russian authorities to intervene on behalf of a Russian-owned oil tanker that was threatening to succumb to the frozen waters of the Gulf of Finland.Prime Minister Siim Kallas said Feb. 4 that Estonian and Finnish authorities were closely monitoring progress of the Stremitsa, a Russian tanker that had been on its way to load 100,000 tons of oil at Primorsk when it became stuck in the ice.
