VILNIUSSeveral dozen persons were barred from entering Lithuanian territory as the country began enforcing document restrictions for Russian citizens who want to travel to and from Kaliningrad Oblast via Lithuania.The new restrictions went into force Feb. 1 despite a series of last-minute diplomatic appeals on the part of Moscow.
