Accord proposal garners support

TALLINNPresident Arnold Ruutel expressed his satisfaction with growing support for his proposal to conclude what has become known as national accord and suggested that the document could be signed in the second half of this year, while Prime Minister Siim Kallas cautioned that concluding any such accord would not be possible before upcoming elections in March since parties might seek to link the accord to their campaign platform.
