RIGAThe Central Statistical Bureau of Latvia can tell you that exports rose last year by 11.5 percent, but it doesn't have the slightest idea how many homeless people are currently struggling to survive in some of the coldest weather conditions on record. Homeless people are such a commonplace sight on Riga's bustling streets that they barely attract more than a glance from most passers-by.They are, officially speaking, a non-people.
