Today Riga Criminal Police Chief Aloizs Blonskis and criminal prosecutor Dagmara Usca are not too worried about organized criminals whom they describe as small bands dealing in car thievery, oil, cigarette and spirits smuggling."We managed to isolate the basic mafia," said Usca. "The big mafia has been transformed into something else."Some would call that something else - the government.
