Latvia sets UMTS auction terms

Latvia stands to raise at least 19.2 million lats ($31.2 million) from the sale of three licenses for third-generation mobile phone services after the government set on June 11 the terms for the September auction.

The minimum price for one license to provide third-generation UMTS service along with the current GSM 1800 standard was set at 7.6 million lats, the Baltic News Service cited Transportation Ministry officials as saying.

The country's two existing GSM operators, Latvijas Mobilais Telefons, owned by Swedish operator Telia and Finland's Sonera, and Tele2, owned by Sweden's NetCom, will be offered UMTS licenses at a fixed price of 5.8 million lats.

If the licenses are declined, they will be auctioned.

The auction is expected to be held between September 6 and 20, with licenses to be issued the following month.

The government expects UMTS service to be commercially available by the end of 2003.
