RIGA - As Christmas nears, tinsel, reindeer and canned carols give Riga an atmosphere similar to many European or American cities. But through the new glitter some see an older message that Communism couldn't dim.The most visible sign of changing times is in shop windows as retailers use the season to top up their takings.
