TALLINN - Harsh winds and heavy rains mixed with snow cut off power to many residences and businesses across the Baltics last week and caused millions of dollars in damage. In Lithuania, local media reported that a 13-year-old boy from the western town of Silute was killed when the chimney of his house toppled down and crushed him Dec. 4.In Latvia, six people are presumed dead after their fishing boat capsized, before dawn, off the port city of Liepaja Dec. 4.
