RIGA - As drug use has increased dramatically in Latvia in the last nine months, the European Commission has closed its main anti-drug multinational program.The drugs program coordination unit of Phare administered and overlooked various programs in 13 countries in Central and Eastern Europe. It was established by the EC in Riga in 1995.The EC officially disbanded the multinational program on Nov. 12 at a press conference, amid praise for its work and promises of future assistance."Our program is not finishing.
