TALLINN - The Center Party may be down but few would be so foolish as to rule it out. Despite winning the largest amount of seats in the country's March 7 elections, the Center Party, led by Edgar Savisaar, is in danger of being consigned to the opposition. Three parties - the Reform Party, the Moderates and Pro Patria Union - won 53 of the 101 seats in the Parliament and have already announced their intention to form a government.
