ESTONIA ESTABLISHES TWO NEW ECONOMIC ZONES: The Estonian government approved Feb. 16 two new free economic zones in Varu and Valga in southeastern Estonia, in an attempt to cut into unemployment in these regions, among the highest in the country. The two regions also have the oldest populations in Estonia; the average age is 38.
