Frequent accidents spawn new road rules

RIGA - Following a sharp rise in car accidents, the Latvian government has introduced tough new road rules it hopes will cut the carnage on the nation's roads.There were twice as many road accidents during the first eight months of last year compared with the same period in 1997, according to the Interior Ministry.The number of deaths rose too.
