RIGA - For many teachers from Russian-language schools, getting a language certificate that says they know Latvian became more important than learning the language itself.The Education Ministry told all Russian teachers that their jobs would be on the line if they did not have certificates that prove their command of the state language by Jan. 1.So many put off Christmas celebrations to study for a Latvian test, and according to the numbers released by the Education Ministry, the results are good: Just 147 out of more than 12,000 Russian school teachers were said to have failed, and only 8...
