Smaller government goal of ministry merger

TALLINN - The Estonian government has announced it will merge two ministries because a commission overseeing the merger says the country is too small for 12 ministries. The merger of the Roads and Communications and the Economics ministries should be completed by March 1999. After the March 7 elections, one minister will be appointed to the new cabinet to preside over both ministries.The responsibilities of each ministry have been decreasing.
