TALLINN (BNS) - The Organization for Security and Cooperation in Europe has crticized amendments to the Estonian constitution that would require elected officials to prove their knowledge of Estonian.In an interview with the Estonian daily Eesti Paevaleht, Max van der Stoel said Estonians who do not speak the state language must retain the right to run for election."It's up to the voters to decide whether they want to elect to Parliament somebody who is not fluent in the Estonian language," van der Stoel said.The commissioner pointed out that in Germany and his native Netherlands, there are...
