Oil spill culprits elude authorities

RIGA - The ship responsible for polluting a 20 kilometer stretch of beach in northern Kurzeme with oil last fall has eluded capture, despite earlier reports that it had been found."We did a lot of work to find the polluter and had identified a suspected ship," said Guntis Drunka who, as director of the Marine Environment Board, has been in charge of the investigation.
