Lithuania considers ties to Kaliningrad

VILNIUS - On Nov. 30, Lithuania celebrated the 80th anniversary of an act that would have united Lithuania Minor, known today as the Russian enclave of Kaliningrad, with the Lithuanian mainland.To mark the event, a handful of conferences were held around Lithuania.
