Latvia forms minority government

RIGA - After nearly two months of negotiations, the Parliament finally approved a new government Nov. 26, but the party that won the most seats in the Oct. 3 elections was left in opposition.The new government of Prime Minister Vilis Kristopans of Latvia's Way also includes the centrist New Party and the right-wing For Fatherland and Freedom/LNNK.But by excluding the People's Party of former Premier Andris Skele, it commands just 46 of the Parliament's 100 votes.
