RIGA - It is said that Latvians are such a squabbling lot that when two of them meet, they immediately form three political parties. The Parliament looks likely to say "yes" or "no" to a minority government led by Vilis Kristopans Nov. 26 in what factional differences have made into a nail-biting vote. The date was urged by President Guntis Ulmanis in a radio interview Nov. 23. The president stressed a government should be in place prior to a December summit of EU leaders that will look at whether Latvia deserves fast track entry.
