Estonia moving steadily toward EU

TALLINN - One year after becoming the only Baltic country to receive a coveted invitation to join the European Union, Estonia's progress is still receiving high marks, though clouds may be gathering on the horizon.The EU officially opened negotiations Nov. 10 with the six applicant countries invited to join last fall. EU officials have said that, although Estonia has made good progress, some obstacles remain, including one outside Tallinn's control: a tendency to slow down enlargement.
