TALLINN - The probation service suffered a serious setback this week when a convicted killer brutally murdered a husband and wife less than a month after his release from jail. The release of prisoners on probation has now been suspended by Justice Minister Paul Varul from Nov. 5 to Nov. 20, a decision approved by Prime Minister Mart Siimann. The suspension was necessary to allow tougher measures to be considered for the screening of those applying for parole, said Varul.
