VILNIUS - The Ignalina nuclear power plant could cost Lithuania its chance to be included in the first round of talks on European Union expansion, a senior minister has acknowledged for the first time.Formal negotiations with the countries on the "fast track" for EU membership - Estonia, Hungary, Poland, Slovenia, the Czech Republic and Greek Cyprus - will begin on Nov. 10.Although Lithuania was not selected to join this first round of expansion talks, there is still a chance it could be asked to join the negotiation table.All countries currently not on the "fast track" were asked to prese...
