Parliament passes controversial education bill

TALLINN - Estonian parliament has approved in the third and final reading a controversial education reform bill that sparked nation-wide student protests earlier this year.The bill passed by a vote of 53-43, Estonian public broadcasting reported. It is due to come into effect in 2013.The bill will make higher education free for students that study full time – defined as at least 30-credit study load.
