LATVIA'S SOCIAL DEMOCRATS FEELING CONFIDENT: A new Latvian government is impossible without the Social Democrats, according to party leader Juris Bojars. Bojars is predicting the Social Democrats will win at least 20 seats in the forthcoming Oct. 3 election.
