VILNIUS - More than 88,000 Lithuanians, mostly the elderly, will become richer beginning Nov. 16.Gediminas Vagnorius, the seventh prime minister since Lithuanian re-established independence, is finally living up to the promises first declared by the third prime minister - the same Vagnorius - in 1991: deposits in Soviet rubles that were lost when the U.S.S.R. was near collapse will be restored in litas.The move is rooted in the events of spring 1991.
