BIGGER AND BETTER: The Estonian car rental company Balti Autoliising, a subsidiary of Hansa Capital, signed a franchise agreement with the international car rental chain Sixt. According to Balti Autoliising, Sixt is the second biggest car rental chain in Europe after Avis.

WANTS MORE RAIL: Estonian privatization company Raudtee Erastamise Rahva AS and SJ International, a subsidiary of the Swedish national railroad company SJ, have brought in Serco Group PLC in their bid for 66 percent of the shares in Estonian railway company Eesti Raudtee. Serco's role is that of a strategic partner in the developing and management of the infrastructure, RER manager Rain Tamm said.

KEEPING IT DOWN: Directors of the Estonian phone company Eesti Telefon say the networks interconnection price agreed on between ET and Tele2 a few weeks ago is among the five cheapest in Europe. According to the general practice, the networks interconnection price is not higher than 40 percent of the price of an ordinary telephone call.

FAKE FUEL SOLD: According to calculations by the Estonian Oil Union, about 28 percent of fuel sold in Estonia remains untaxed, and this brings in about half a billion kroons (nearly $28 million) to businessmen dealing in illegal fuel. Statistics show a rather unnatural decline in the fuel market, and this may have happened at the expense of a widening black market, Shell Estonia retail sale and acquisitions director Riina Aamissepp told the daily Eesti Paevaleht.

FOUR TO COMPETE: Four companies have submitted bids for the third GSM 900 MHz license tender in Lithuania, an official said. The communication department of the Lithuanian Transportation Ministry have finished accepting bids from companies to acquire the right to provide GSM 900 MHz services. Local mobile operators Omnitel and Bite GSM are already providing GSM 900 MHz service in Lithuania.

BEGGING FOR FEES: State-owned Lithuanian Radio and Television have appealed to Parliament with a request to introduce fees for viewers and listeners as of next year. An appeal by the chairman of the LRT council requesting to urgently resolve the LRT financing problems was distributed to the lawmakers at the first session of the newly elected parliament Oct. 26.

ASKING FOR BID AGAIN: The Lithuanian State Property Fund has asked Estonia's Hansapank to raise its bid for Taupomasis Bankas, Lithuania's largest state-owned bank, once again, a spokeswoman for SPF said. According to the spokeswoman, SPF has asked Hansapank to raise its bid after the sitting of the public tender commission in which the updated bid of the potential buyer was looked into.

LATVIAN BEER TO AMERICA: Latvian brewery Rigas Alus has reached an agreement with U.S. company Henninger Inc. on the exports of beer products to the United States. Rigas Alus director Girts Ancevskis said that in the first shipment to the United States will be a container with two brands of beer produced by the brewery. Ancevskis said the two brands of beer were selected for exports last summer by representatives of the U.S. company.

SHOP COMPETITION IN LATVIA: The entrance of Lithuania's shopping chain Vilniaus Prekyba on the Latvian market will cause serious competition, not just for Latvia's traders but for the local producers as well, Latvian Trader Association's president said. Vilniaus Prekyba is planning to launch operations in Riga next year, opening a shopping outlet in Riga's residential district Plavnieki.

WANTS BMW PLANT: The Latvian Development Agency, in cooperation with the largest Latvian municipalities and the Latvian Embassy in Germany, is working on a proposal for the tender held by German car maker BMW for opening a new plant in Eastern Europe, LDA head Maris Elerts said Oct. 19. Daugavpils City Council jointly with the Daugavpils district council have sent the Latvian Development Agency information about the possibilities to build a plant for BMW in the region by offering two possible sites for the plant.

SOFTWARE TO LITHUANIA: Sybase, a leading supplier of database software, is setting up a company in Lithuania and anticipates a rapid growth in sales, a Sybase representative said Oct. 23. Sybase products and technologies have been available on the Lithuanian market since 1995.

FINNISH HEATING IN LATVIA: An agreement was reached Oct. 19 concerning Finnish energy company, Vantaa Energy Ltd., investing funds in the development of the Latvian heating company Daugavpils Siltumtikli in the eastern Latvian city of Daugavpils. It was agreed that a business plan for Daugavpils heating utility will be developed within two months at the expense of the Finnish company.
