TALLINN - The council of the National Library still has not recalled its Oct. 10 decision to stop serving children under 16 due to financial problems. However, Tiiu Valm, the director of the library, said children will be allowed in the library.

From Jan. 1, 2001, children under 16 need to be accompanied by an adult or have a recommendation from their school to register as a reader.

The library's financial issues will be discussed on Nov. 1.
