The naturalization board hopes the 10,000th person in Latvia to receive citizenship will provide a much needed link between the people and the government, as Katya Cengel reports.Ludmila Kuzmina has been living in Latvia for 20 years, but this is the first year she will be able to vote in the elections. A modest school teacher, Kuzmina never expected to be treated like a beauty queen, smothered with flowers and attention.
