TALLINN - Prime Minister Mart Siimann, re-elected chairman of the Coalition Party at its annual congress Sept. 20, reinforced the need for the party to enter the next elections in a coalition. Speaking at the congress the prime minister warned that the party could only win the March 1999 elections in an alliance.
