RIGA - Latvia is ranked 92nd, below Lithuania (79) and Estonia (77) on a United Nations list just published ranking 176 countries on human development achievement. The Baltics fall just about halfway between Canada, at the top of the list for the fifth year and Sierra Leone at the bottom. Croatia, Slovakia, Russia and Belarus have higher scores on the human development index (HDI) that takes into account achievements in terms of life expectancy, educational attainment and adjusted real income.
